Scott #B1 to current (19)

The Semi-Postal stamp program was started July 1997 with passage of bill by both houses of Congress.
The surcharge was up to 25% of the current postage.
Currently, any stamps designated "First Class" have become "Forever" stamps.

(44c + 11c) with surcharge going to the Multinational
Species Conservation Fund. The stamp was sold for
55c when postage was 45c and 46c. In Oct. 2014,

(49c + 11c) This issue has microprint 2014 in blue.
This issue was also sold in uncut press sheets, so

(49c + 11c) with the surcharge going to the
